A half-length portrait of Count Petr Andreevich Shuvalov, shown in uniform and turned to the right, this carte de visite was made by the Bergamasco studio in St. Petersburg in the early 1880s. Shuvalov (1827-1889) was a Russian statesman who headed the Third Section, the tsarist secret police, and later served as ambassador to Britain, where he negotiated over the postwar settlement in the Balkans. The print belongs to the George Kennan Papers, and Kennan, an American journalist who studied Russia's prison and exile system, would have had reason to collect images of officials tied to that police apparatus.
