Lowe is about to ascend in this view, with soldiers pressed close around the balloon's car, and the title places the scene at his balloon camp near Gaines' Mill, Virginia, in May 1862. That was during the Peninsula Campaign, when Union forces were advancing toward Richmond. Lowe, a civilian aeronaut, worked with the Army to observe enemy positions from the air, and he relayed what he saw to commanders on the ground, some of it by telegraph. The caption card itself carries no date, so the May 1862 date rests on the title alone.
