Fair Oaks National Cemetery, in Henrico County east of Richmond, Virginia, was a quiet burial ground in 1912, set on ground near the Seven Pines and Fair Oaks battlefield, where Union and Confederate armies fought in May and June 1862. The cemetery had been established to hold Union dead gathered from the fields of the Peninsula campaign and the battles around Richmond, and by the early twentieth century it was maintained as a federal site. Richmond itself was an industrial and commercial city then, with tobacco factories, flour mills, the Tredegar Iron Works, and several rail lines moving goods and passengers through town. The approach of the fiftieth anniversary of the Civil War was drawing growing public attention to battlefields like this one, and local residents who had grown up with the war's memory would have seen the cemetery as part of their region's history.
