Enver Hoxha speaks to the delegates of the Fourth Congress of Albanian Trade Unions, a 1956 gathering held while he led the Party of Labour of Albania. He had guided the Communist partisans during the Second World War and ruled Albania until his death in 1985. In that system, trade unions worked largely as channels for party directives rather than as independent bodies for workers, so the scene shows how closely labor organizations were bound to the party leadership.
