Here a family of Tenant Purchase borrowers poses beside their own house in Puerto Rico, a detail that marks the picture as a record of land ownership rather than farm work or rural fairs. The Tenant Purchase program, created under the Bankhead-Jones Farm Tenant Act of 1937, let tenant farmers take out long-term loans to buy the land they worked, and the Farm Security Administration photographed these borrowers to document the program's results. Its work in Puerto Rico, where many families farmed land they did not own, drew photographers such as Jack Delano in the early 1940s. Look closely at the house itself, since its construction and setting reflect the modest means the loans were meant to improve.
