I don't know of a Matt's on 4th Ave. There is one I know in South Seattle near the First Ave. Bridge. It is a weird industrial area, and a bit hard to find. The address: 3213 E Marginal Way S, Seattle, WA 98134 (206) 768-0418 There is another in Bellevue on 110th Ave just south of NE 8th, across the street from the Bellevue Travel Lodge and the Meydenbeyer Center. Go there for great Chicago style dogs and Italian Beef Sandwiches. I recommend the Matt's special - it's Italilian sausage, chili, onions and cheese on a hogie roll.
