Regarding Portland:

Best Portland restaurants are:
Higgins: Regional American
Genoa: Northern Italian with local flair
Cafe des Amis: American French
L'Auberge: American French
Heathman: American
Winterborne: Seafood
Westmoreland Bistro: American

All have entrees under $20.

Although there are lots of wonderful restaurants in Portland, my favorite is Nick's Italian Cafe in McMinnville (about 35 Minutes Southwest of Portland. It's in the heart of the Wilamette wine country and offers a great 4 course meal that always includes the best ministrone I have ever had plus salad, pasta and entre. It's more than $20 but a great deal.

Having only been to Portland, Oregon once, I have limited knowledge about dining. But I do remember a wonderful place for breakfast called the Bijou Cafe (downtown somewhere) and a place called Papa Hayden's (2 locations). The wait may be excessive if you arrive late, but the food was worth going back for.

Jake's Crawfish is a lovely, lovely seafood restaurant, with genuine turn-of-the -century wood interior. The food is old-fashioned plain and simple: fresh, elegant, arrives at the table when it's ready, served by a competent, knowledgeable staff. Huge selection of Oregon wines. Plan to spend an hour or so just down the street from Jake's at Powell's City of Books, the most awesome bookstore I've been into, anywhere. It covers a whole city block.
