A little less pricey, but definetly excellent are Jackies(French) on Lincoln in Lincoln Park and Topolobampo (Southwestern) on Clark just north of the River(the chef/owner Rick Bayless just won the James Beard award.) A liitle more casual would be Kiki's Bistro on Franklin or Cafe Du Midi in Bucktown on Damen. Both have excellent French Food. For Italian, try either Vivere downtown or Grappa on Chestnut. Sorry no river views, but I have never associated the Chicago River with fine dining (probably a character flaw). Best bet -- Trotters. First, another poster recommended Topolobambo. While the food is superlative, the atmosphere is definitely not quiet and romantic! Although it's not as raucous as the Frontera (attached), the tables are close together and out in the open.
A couple of suggestions: try for a secluded booth at the Pump Room, lots of history, very classy and good food. Nick's Fishmarket also is dark & romantic (although it's been many years since I've been there.)The place voted most romantic in the entire city is Gejas. It is a fondue place on Armitage near Lincoln. Very romantic. You can order a preset meal or ala-carte. I reccommend the preset meal. Plan on spending about $25 per person not including drinks. The Pump Room is also a good idea. If you want Italian you should try the Italian Village downtown.

Mediocre at best...so-so Margaritas. Had much, much better fusion tex-mex at Don Juans in Edison Park, 5 minutes from my house! --Ken
