The title names a yacht called Shamrock, and the wording suggests a hull being measured for rating under racing rules, a routine step before a regatta. Sir Thomas Lipton's Shamrock boats challenged for the America's Cup several times between 1899 and 1930, so the picture likely belongs to that run of British challengers. The record does not say which vessel is shown or when the photograph was taken, and the Bain News Service's dates and captions are not always reliable. Its files mostly date from the early 1900s to the 1920s, so the image probably comes from that period.
