Two men are shown carrying out a balloon test for the U.S. Weather Bureau in Washington, D.C., a routine but important part of the agency's work in the 1910s. Balloons released into the air carried instruments or were tracked by theodolite to measure wind speed and direction at heights beyond what ground stations could observe. Such upper-air data helped forecasters understand weather systems before aircraft and radiosondes became common. The picture belongs to the Frank and Frances Carpenter Collection, which documents Washington life and government activity in the early twentieth century.
