Roosevelt's address to Congress on January 6, 1941, is the event this print's caption names, and that speech is remembered mainly for its content. In his annual message he set out four essential freedoms, including freedom of speech and freedom of worship, as goals for the world beyond American shores. He gave the address while Europe was at war and before the United States had entered it, so the occasion reflects a nation still debating how far to aid Britain. The photo is credited to International News, a wire service that covered Washington closely at the time.
