Titled L'Enfant-3, this sheet ties to Pierre Charles L'Enfant, the French-born engineer who drafted the plan for the federal capital on the Potomac in 1791. Under President George Washington's direction, his design set broad avenues radiating from the Capitol and the President's House across a grid of streets. Washington dismissed L'Enfant in early 1792, and Andrew Ellicott later completed and published a version that kept much of the original layout. The numbering suggests this is one of several related versions worth comparing.
