This lithograph from 1867 turns the national debate over Reconstruction toward California, a state that had never seceded, to ask who should vote there. Its subjects include African American voting and the work of George Congdon Gorham, a California Republican active in state politics of the period. The Reconstruction Acts passed by Congress in March 1867 required Black male suffrage in the former Confederate states, and prints like this one show how that federal policy was argued over far from the South. The image is worth reading as political commentary, since its arguments about race and the ballot were being made in print during the same months.
