The glass negative is labeled "Weeks & Frank C. Hicks" and dated April 18, 1921, which places it in the first spring of the Harding administration, when Washington was filling new government posts. The National Photo Company, which worked in the capital from about 1907 into the 1930s, photographed officials, visitors and everyday city life, and it made its negatives on glass plates like this one. The names and date come from the company's own labels, which have not been independently verified, so the plate is best read as a record of a moment. Streaks and blemishes from the breakdown of the original coating are visible, a common condition in glass negatives of this age.
