Its title casts Abraham Lincoln as the Commander-in-Chief courting the votes of soldiers in the field, a pointed image from the 1864 presidential campaign. That year, Congress had recently moved to let soldiers vote in federal elections from the front, and the army's ballots were widely expected to matter in the contest with George B. McClellan. The record also lists prisons among its subjects, suggesting the satire touches on the treatment of captured men or the politics surrounding them. Lithographs like this one were cheap and circulated quickly, so they show how partisan audiences read the war and the election.
