The record gives the name J.C. Walton and a short phrase, "for Gover.", but the Library of Congress flags this title as unverified data taken from the negative or its caption card, so the sitter and occasion remain uncertain. Bain News Service, the New York photo agency George Grantham Bain founded in 1899, supplied news pictures to newspapers and magazines, and the Library acquired its glass negatives in 1939. Plates like this were made for quick publication, so their captions were often terse shorthand for editors. Without a firm date, the picture is best read as a working record of the agency's early twentieth-century output.
