Albert B. Fall taking the oath of office as Secretary of the Interior marks the start of his brief, controversial tenure in the Harding administration. Fall took office in 1921, and he later became the central figure in the Teapot Dome scandal over leases for federal oil reserves. The picture comes from the National Photo Company, a Washington, D.C., studio that recorded government officials and public events in the 1910s and 1920s. The glass negative shows some streaking and surface flaws from the deterioration of its coating, which are typical of plates of this age.
