Theobald von Bethmann Hollweg, the German imperial chancellor, is paired here with a Count Hohenthal, though the Bain News Service title is unverified, so the second man's identity and the occasion are uncertain. Bethmann Hollweg led the German government from 1909 until 1917, and his tenure spanned the diplomatic crisis that led to the First World War in 1914. The Bain News Service, a New York picture agency, sold photographs to newspapers, so its glass negatives offer a window onto how European officials were presented to American readers.
