Bell tents stand on the grounds at Marksville, Louisiana, in this May 21, 1927 view of an American Red Cross relief camp. Such tents, with their conical canvas roofs and central poles, sheltered families driven from their homes when the Mississippi and its tributaries spilled over their banks that spring. The Red Cross ran camps like this one to provide food, shelter, and medical care for people who had lost nearly everything. Tarver's photograph comes from an album of flood images, and it documents how emergency housing was organized in central Louisiana during one of the most destructive river floods in American history.
