The only identifying detail here is the name C.M. Fickert, which the Library of Congress lists as an unverified title taken from the negative or its caption card. George Grantham Bain started his news picture service in New York around 1899, and his agency supplied photographs of people, events, and places to newspapers for roughly two decades. The record gives no date, so the exact year of this exposure is uncertain, but the glass negative format is typical of the early twentieth century, when the agency relied on it.
