Drawn by McDowatt and published in *The Literary Digest* on February 23, 1895, this cartoon takes up "two impending national dangers," with Uncle Sam, the Senate, and Theodore Roosevelt among the figures its catalog records name. The *Digest*, founded in 1890, ran topical cartoons like this one to comment on the week's politics for a broad readership. In early 1895, Congress was deep in debates over tariff policy, and Roosevelt, then serving on the federal Civil Service Commission, was a prominent voice for merit-based appointments. The identifications come from an older caption card and have not been independently verified.
