Roosevelt is shown speaking before the National Negro Business League, a group Booker T. Washington founded in 1900 to encourage Black entrepreneurship and business ownership. The record does not give a date, and the title comes from caption data the Bain News Service wrote on the negative or its card, which has not been independently verified. The Bain collection holds many glass negatives from the early twentieth century, when news photographers documented presidential appearances and public events. The League's gatherings drew prominent speakers and attention from across the country, so the picture offers a glimpse of a meeting that linked national politics with the growth of Black commerce.
