The 1790 election returned members to the Irish House of Commons, which met in the Parliament House on College Green in Dublin, a building designed by Edward Lovett Pearce and completed in the 1730s. The assembly was working under the arrangement known as Grattan's Parliament, which gave the Dublin legislature a measure of independence from Britain from 1782 until the Act of Union took effect in 1801. Images of the chamber often show it as a dignified seat of power, but in 1790 the vote was limited to Protestant property holders, so the crowds around the building did not reflect the wider population.
