A pet show held under the Works Progress Administration's recreation project in District No. 2 places this photograph in a community setting rather than a studio. The WPA ran recreation programs across the country in the 1930s, using federal relief funds to employ workers in playgrounds, community centers, and organized neighborhood events during the Great Depression. Pet shows were an inexpensive way to bring families and children together, and the cat category here reflects how animals of all kinds were part of these local gatherings. The picture dates from 1936 to 1939, a period when the agency's recreation work was at its most active.
