The sitter is listed only as Frank J. Quinn, a name the Bain News Service recorded on its caption cards and that the Library of Congress has not verified, so the picture's date and the man's role are unconfirmed. The image survives as a single glass negative of five by seven inches or smaller, the format Bain's staff used for much of its news and portrait work. George Grantham Bain founded the agency in New York in 1899 to supply newspapers with photographs, and its glass negatives document politics, sports, and daily life in the early twentieth century.
