This color lithograph ran in *Puck* on October 2, 1889, across pages 90 and 91, and its caption asks what pull civil service reform still has with the new Harrison administration. The names in the record show who is being measured: President Benjamin Harrison, Theodore Roosevelt, who sat on the Civil Service Commission, and James Tanner, whom Harrison had named Commissioner of Pensions. The Republican elephant stands in for the party itself. Louis Dalrymple drew for a magazine that regularly mocked patronage hunting, a fight the Pendleton Act of 1883 had only begun to address.
