A football tossed across a desk in the Capitol gives this picture its humor: Richard Nixon, then vice president, is shown playing with Andrus Suritis, identified in the caption as the one millionth refugee relocated by an international welfare organization. Such milestones were a point of pride in the postwar resettlement of displaced Europeans, when agencies worked to move people out of camps and into new homes abroad. The caption card does not record a date, but the setting and the official nature of the meeting place the image in the 1950s, when Nixon held the vice presidency. The informal pose offers a glimpse of a politician posing with a newcomer whose life had been shaped by the upheavals of war.
