The poster sets its argument in its title: convicts, lunatics and women are grouped together as people denied a vote for Parliament, and the figure who asks "Where shall I find the KEY?" casts women as prisoners of that exclusion. Emily J. Harding Andrews drew it as a lithograph for the Artists' Suffrage League, using the satire common to 1890s campaign art to make the case for votes. The poster's date is given only as "[189-]," so its exact year is uncertain, but its message fits the long debate over women's parliamentary suffrage in Britain, which would not be won until 1918 and then only in part.
