Unlike the street and building views around it, this glass negative centers on a named individual, Frank L. Packard, though the title comes from data the National Photo Company wrote on the negative or its sleeve and has not been independently verified. The date of about 1922 is inferred from other negatives in the same range, so treat it as an estimate. The National Photo Company, a Washington, D.C., firm active from about 1906 into the 1930s, produced a large body of portraits and city scenes on glass plates. Streaks and blemishes on this negative come from the natural deterioration of its original coatings, which is common in glass of this age.
