Rowboats loaded with Japanese bluejackets are shown making for the shore near Tsingtao, the German-leased port on China's Shandong peninsula. Japan entered the First World War on the Allied side in August 1914 and joined British forces in besieging the German garrison there. The New York Times ran the picture in its November 8, 1914, picture section, the day after the garrison surrendered, which gave American readers a glimpse of the campaign as it ended.
