Two panels set side by side make this print's joke: before the order, two scowling women spit on a Union officer, and after it, the same officer tips his hat to two smiling, well-dressed ladies. The cartoon refers to Gen. Benjamin F. Butler's May 15, 1862, order, issued while he was military governor of occupied New Orleans, which declared that women who insulted U.S. soldiers would be treated as women of the town plying their trade. Northern newspapers widely mocked the order, and this wood engraving ran in *Harper's Weekly* on July 12, 1862.
