This glass negative shows Sir Robert Horne, a Scottish lawyer and Conservative politician whose title the Library of Congress lists as unverified, so the identification is worth confirming against other sources. Horne served in Britain's postwar government, first as Minister of Labour and later as Chancellor of the Exchequer in the early 1920s, a period dominated by postwar debt, unemployment and reconstruction. The picture comes from the George Grantham Bain Collection, the archive of the Bain News Service, a commercial agency that sent news photographs of prominent people and events across the Atlantic and beyond.
