Seen from behind, the two men stand together on the deck of the steamer *Mississippi*, with the river and the boat's railings as the setting rather than a formal studio backdrop. The picture was taken in 1907 during the tour of the Inland Waterways Commission, which Roosevelt had set up that year to study how the nation's rivers could be developed for navigation and flood control. Gifford Pinchot, then chief of the U.S. Forest Service, was one of the closest advisers in Roosevelt's conservation program, and the Forest Service's own photographers made the image, which is preserved in Pinchot's papers.
