The poster's call to join by Christmas, with a goal of 15,000,000 members, marks it as a wartime membership appeal. That figure matches the membership drive the American Red Cross ran in late 1917, when enrolling millions of ordinary Americans was a way to support relief work during the First World War. R. Fayerweather Babcock drew the design, and the Chicago firm Walton & Spencer printed it in 1917. Its direct, personal wording shows how such campaigns asked each citizen to take part.
