Its title, "Mounted Riflemen," names the subject outright: soldiers who rode to the fight and then dismounted to fire, combining cavalry mobility with rifle range. Illustrated sheet music like this was a common way for Americans in the 1860s to follow the war at home, and patriotic songs with decorated covers circulated widely in both North and South. The Gettysburg board's focus is apt, since Union cavalry under John Buford held the ridges west of town on the first day of the battle in July 1863 until infantry arrived. The cover is best read as a view of how the war was packaged for civilian audiences, not as a record of any particular action.
