Rock Island, Illinois, in 1869 was a river town of the upper Mississippi, set on the island and the Illinois shore opposite Davenport, Iowa. The Rock Island Arsenal, established on the island in 1862 during the Civil War, gave the town a federal presence that shaped its work and payroll for decades. Rail lines had reached the riverfront by the 1850s, and the bridge that carried trains across the Mississippi made the town a crossing point between the Illinois and Iowa railroads and river traffic. Across the water, Moline's farm-implement works, including John Deere's company, drew workers and goods through the same corridor, so people in Rock Island would have known their town as a place where river trade, rail freight, and military industry met.
