Berryman casts the 1920s tax debate as a joyride: the title asks whether the brakes will hold while the car speeds along, with Coolidge and Treasury Secretary Andrew Mellon as the figures in question. Mellon pushed for steep cuts in income tax rates, which Congress passed in 1924 and 1926, and critics worried the cuts would leave the government short of revenue. Berryman, a longtime Washington Star cartoonist, used the image of reckless driving to make that worry easy to grasp at a glance.
