Few pictures on this board show a foreign diplomat at a Washington commemoration in June 1939, when the capital was still busy with official ceremonies. The photograph comes from Harris & Ewing, a Washington studio founded in 1905 that became one of the city's most prolific chroniclers of officials, society and public events. Taken only weeks after Italy signed the Pact of Steel with Germany in May 1939, it captures diplomatic ceremony at a moment when Europe's rivalries were hardening toward war.
