Shahn's poster takes its title, "Years of Dust," from the drought and wind erosion that stripped farmland across the Plains in the 1930s. Its message, that the Resettlement Administration would rescue the families displaced by the dust and restore the land to productive use, reflects the agency's purpose. Created in 1935 under the New Deal, the Resettlement Administration aimed to move impoverished farmers onto better land and to rehabilitate eroded fields. Shahn, a painter and photographer who worked on federal graphic projects of the period, brought a stark, expressive style to the agency's public messaging.
