Helena, the seat of Phillips County on the Mississippi River in eastern Arkansas, is the setting here, and the caption card ties this courthouse to its 1914 construction on the southeast corner of Perry and Cherry Streets. In the early twentieth century, county courthouses like this one served as the civic centers of Arkansas counties, housing county records, court sessions, and local offices, so their size and imposing presence signaled the authority of the county seat. The card gives no date for the photograph itself, so the picture can be placed only by the building's completion year. Its corner lot, facing two town streets, made it a visible landmark for anyone arriving downtown.
