I've heard that El Bodegon in DC is excellent, and offers a wild atmosphere, complete with mariachi, etc. My wife and I have been meaning to get down there (she's been before -- swears by the place), but no luck yet.

Trumpets, on 17th Street NW at Q, has spectacular food and is a lot of fun. The clientele is predominantly gay. The food is reasonably priced and very creatively prepared. You will need a reservation; the place is jammed on the weekends.

Tako Grill in Bethesda is fun if your friend is a fan of Japanese food. The restaurant serves what is essentially bar food, prepared on the grill, often ordered al a carte for more than one to share.

A more expensive choice with good food and a fun atmosphere is Vidalia.

Kinkeads, on Pennsylvania, can be fun on a non-weekend night, and the food is pretty good, but the service has been so unspeakably bad the past two times I've been there, I'm reluctant to recommend it to anyone.
