I've found the Belgian Restaurant on Bee Caves to be a "romantic" site, but don't find it expensive, but then I don't order wine.

I've always found West Lynn Cafe to be a romantic, inexpensive, and delicious place to eat. Candles on tables and nice waitstaff. Great food and large, diverse menu. And a good wine list. (entrees $7-10 plus salads, wine).

I wouldn't recommend Belgian Restaurant. Overpriced. Lousy service. Blah food.

I'd like to point out that West Lynn Cafe doesn't serve meat. If you're OK with that, it's probably a fine choice.

I've eaten at the Belgian several times. Food was great,
the prices are not out-of-line, and the staff was attentive but not pushy or overfriendly. Granted, they do serve delicious dead animals for more than $7-10 dollars an entree.
