 Hmm, let's see:

 1. The Pleasure Bar and Resturant (Italian--Bloomfield)
 2. Alexander's Pasta Express (the pasta dishes are almost all between
 5.50 and 7--also in Bloomfield)
 3. The Golden Palace (Chinese--Mt Washington)
 4. Ali Baba (Middle Eastern--Oakland--IMHO, course my boyfriend doesn't
 like it...)
 5. Ritters Diner (Diner fare--East Liberty--good, greasy spoon food, but
you have to know what NOT to order)
 6. Dingbats (various locations--Sunday Brunch only)
 7. Max's Alleghenny Tavern (German--North Side, I think they're in your
price range, though I won't swear to it)

Course my favorite went out of business a few years ago:

 Paradise on Craig

Sniff :-( At least it was replaced by a decent coffee shop
(Arabica)..Course, Cafe Zio (by the 'O') is better, but Arabica sells
 more than coffee....

Which leads to another mystery: Why can't Pittsburgh resturants (NOT
coffee houses) make a decent cup of cappichino? I've about given up on
the espresso-with-unsteamed-milk/dollop-of-whipped-cream that you get in
 most resturants..

I'm sure other people can name other places.

 toodles, gretchen
