I'm not sure what you mean by "cheap" but I think
the Thai food at Jow's Garden in West Philly is
good and not very expensive (~$6 to $10 for
entree).
I had really magnificent Thai food in State College at a restaurant (sorry I don't remember the name) that is in a group of stores just adjacent to the bus station. The prices were quite low.
