Not sure how funky it is, but perhaps the restaurant in question is
La Feria, on Walnut above Pamela's. It is a Peruvian restaurant/cafe that
also sells pottery, small musical instruments, woven items, etc. The menu
is rather limited, as is the seating, but the food is excellent and the
atmosphere pleasant and unpretentious. It's a great place to go for lunch,
as most items are around $5-$7. The soups I've had there have been
 excellent.

Everybody who goes to La Feria seems to love it, but not many people seem
to know about it. Check it out!
