If your driving, try The Ram's Head in Absecon. Its a few minutes out of AC but worth the drive. Its owned by the same folks who own the manor and Highlawn pavilion in West Orange and a top notch restaurant on its own. It also has a quieter country atmosphere then AC.

Theres a lot of good food in Atlantic city. The all out best i would
say is the Knife and Fork, where Atlantic and Pacific Aves. meet, but I dont consider it romantic.
If in the mood for an early dinner, you might look at the Harbor View
at Trump's Castle, and make sure you reserve so that you can be there at Sunset. The view of the marina at sunset is spectacular,I would say the food is better than average.
The Twenties at the Claridge is one place that doesnt get much
press, but I have always enjoyed myself there. On weekends they have a strolling troubador(at least they used to.)Since they moved to the 6th floor, they now have an ocean view.I have always particularly enjoyed the waiters and maitre d' there, good friendly service but intelligent enough to leave you alone at the right time.
Mama Motts on New York Ave and Tucci's on Pacific Ave both serve
excellent italian food and might be considered by some to be romantic.I dont know if you would consider this a seedy area or not.To me it seems like an average East Coast urban area.Nobody I know has ever been molested in this area.
All these places can serve a dinner for two at well under a hundred
bucks. If you are real serious about romance, rent one of the high-roller suites at any of the casinos.
