The best view of downtown from a restaurant, IMHO, is from Harry's at 21st and Market:

Their web page (obviously):

Definitely pricier than Applebee's, but much better food, and a lot quieter.

Wow, that's not much of a challenge - fine dining, city view, and modest pricing. Some thoughts come to mind as meeting some, if not all of your criteria.

The Schlafly St. Louis Brewery TapRoom in the near west end, 2100 Locust, is a possible. The India Palace, at I-70 and Lindbergh, gives a good view of the airport, is reasonably priced, and has excellent Indian food. There are some spots at Laclede's Landing that might work - Old Sphagetti House, etc. But most of the sites with great views charge for the privelege.
