I had pleasant dining experiences at:

D'Amico Cuccina, in Butler Square (Italian)
Goodfellow's, in The Conservatory (Nouvelle American) Azur, in Gaviidae (?sp) Common (Mediterranian) Cafe Un Deux Trois (can't find address) (French Bistro)

Out of the above, I enjoyed Azur the most.

Try Ristoranti Luci in St. Paul. Make reservations at least 3 days in advance. If that's not possible, go to D'Amico Cucina (sp?) in Minneapolis.

For American/Ecclectic, go for the Dakota Bar and Grill in St. Paul; get the nightly game feature. (I had a wonderful rabbit with vanilla there once.)

I'll second this recommendation. Also, if you're willing to drive about 60 miles, my favorite restaurant in that area is The Harbor View in Lake Peppin, Wisconsin, which I'd classify as "Nouvelle American". No reservations, no credit cards, typically a long wait on Friday and Saturday nights, a better wine list than nearly every restaurant in the cities (and fairly priced as well!), closed October through March.

try going to Stillwater (straight out Hwy 36) to the Lowell Inn - in the Matterhorn room - they have a fixed price meal that is quite good

they call it Swiss style

start off your meal with a glass of sherry
followed by escargot in garlic butter w/dark bread and a bottle of
   white wine
followed by a fresh crisp salad bowl & several types of dressings and
   another bottle of white wine
followed by a beef fondue w/assorted condiments and a bottle of
   red wine
followed by a delicious dessert (most often green grapes in a bit
of sour cream & brown sugar sprinkled over with a pot of really
   good coffee
