Up 95 to 395, right on Pratt, go past the Inner Harbor, and head to the right when the signs tell you to (if you get to Broadway, you've either gone too far or decided you want to got to Fell's Point instead).

My wife and I like a place called Amichi's (sp?) for two reasons: reasonable prices and nice atmosphere (not quite the Godfather feel you get in the others). It's relatively new as far as I know. The other places (Sabatino's, etc.) are great: good, lots of food, etc., but more expensive for dinner.

Enjoy

Baltimore's Little Italy is within walking distance of the Inner Harbor. I forget the name of the major street that cuts through it, but you can call one of the places I recommend below for directions.

Sabatino's is perhaps the best known restaurant in Baltimore's Little Italy. It's an inexpensive family style place and is open very late ('til 3am I think). The gnocchi is particularly good.

For dessert, you should definitely go to Vaccaro's (a cafe which only serves coffee and desserts). It has the best variety of Italian desserts in Little Italy.

Parking can be a problem, especially on weekends. So if you are planning to be in the Inner Harbor anyway. I'd just walk over.
