Try Shipudei HaGefen near the open air market in the new city. Excellent Yemenite cuisine, friendly staff. slightly off the regular tourist agenda.

Funny I found a little falafel stand in Jerusalem. <g> In two visits to Israel I've never found the time to SPEND any time in Haifa. BTW, one of the best Chinese restaurants I've eaten at, anywhere in the world, was in Tiberius. It's called The Chinese Pagoda, sits right on the Sea of Gallilee, jutting out 50 feet over the water, seats about 300 people, and is GREAT. The cusine IS getting better and better.
